制造业四大产业已形成外企集群

Foreign enterprise cluster in the four major manufacturing industries

2024年一季度，金山区新设外资企业107家，增资项目17个，投资总额累计完成26434.93万美元(含增资)，同比增长55.5%，合同外资累计完成16819.16万美元(含增资），同比下降18.25%。

In the first quarter of 2024, 107 foreign-fund-ed enterprises were newly established in Jinshan District, and 17 capital-increase projects were established. The total investment reached 264.3493 million US dollars (including capital increase), and a year-on-year increase of 55.5%. The total contracted foreign investment reached 168.1916 million US dollars (including capital increase), with a year-on-year decrease of 18.25%.

目前，吸引外资的竞争，日益严峻复杂。金山区相比周边各区和外省市，存在一些弱项。但是金山区的自身优势也很明显，金山区是上海的制造业重地之一，现有外资制造业企业431家，从产业集群分布看，主要集中在四大产业：生命健康40家、新一代信息技术19家、新材料128家、高端智能装备102家，分别占外资制造业企业总数的9.3%、4.4%、29.7%、23.7%。

At present, to have an edge in attracting foreign investment has become increasingly severe and complex. Compared with the surrounding districts and other provinces and cities, Jinshan District is in inferior position due to some disadvantages. However, the district is still empowered with specifically obvious advantages. Jinshan District is one of the manufacturing centers in Shanghai. There are 431 foreign-funded manufacturing enterprises. From the perspective of industrial cluster distribution, the manufacturing enterprises are mainly concentrated in four major industries: 40 life and healthcare enterprises, 19 new generation information technology enterprises, 128 new materials enterprises, and 102 high-end intelligent equipment enterprises. They account for 9.3%, 4.4%, 29.7%, and 23.7% of the total number of foreign-funded manufacturing enterprises respectively.

制造业外资企业投资，在金山区仍处于相对活跃的水平。2023年，金山区外商投资企业营业收入总额65.7亿元，其中，制造业企业营业收入占比79.6%，营业收入总额52.3亿元。

The investment of foreign-funded enterprises in the manufacturing industry is still at a relatively active level in Jinshan District. In 2023, the total operating income of foreign-in-vested enterprises in Jinshan District reached 6.57 billion RMB, of which the operating income of manufacturing enterprises accounted for 79.6% with the total operating income of 5.23 billion RMB.

从企业集聚情况来看，金山区已有寺冈等5家跨国公司地区总部，亨斯迈、比瑞吉等14家外资研发中心，外资总部及研发中心集聚效应日益凸显。

From the perspective of enterprise gathering, Jinshan District is home to five regional headquarters of multinational companies including DIGI, and 14 foreign-fund-ed R&D centers including Huntsman and Nature Bridge. The agglomeration effect of foreign-funded headquarters and R&D centers has become increasingly prominent.

区领导带队海外招商引资

District leaders attract foreign investment with teams

金山区招商引资笃行不怠。一是高层次开展活动，2023年7月-11月，区领导分别带队赴“意瑞德”“日韩新”“荷丹英”开展三次出海考察，积极对接增资扩产的外企项目，鼓励外企在金山设立跨国公司地区总部;2024年3月，区委书记刘健，率团赴澳大利亚、南非及香港地区开展洽谈合作和招商引资活动。2024年3月1日，在金山区2024年优化营商环境暨投资促进大会上，共签约外资项目4个，计划投资总额约20376万美元。

Jinshan District is committed to attracting investment. First, carrying out high-level activities. From July to November 2023, district leaders and their teams has carried out three overseas inspections to countries including Italy, Sweden, Germany, Japan, Korea, Singapore, Holand, Denmark, and the UK, actively docked with foreign enterprise projects that increase capital and expand production, encourage foreign enterprises to set up regional headquarters of multinational companies in Jinshan. In March 2024, Liu Jian, secretary of the district party committee, led a delegation to Australia, South Africa, and Hong Kong to discuss cooperation and attract investment. On March 1, 2024, at the Jinshan District 2024 Business Environment Optimization and Investment Promotion Conference, a total of 4 foreign-fund-ed projects were signed, with a total planned investment of approximately 203.76 million

US dollars.

二是高质量搭建交流展示平台。2023年，金山区举办了“总部研发在金山”——2023年金山区外资企业沙龙活动、“投资上海•共享未来”上海投资促进机构联系会议(SIPP)合作交流金山站活动。在2023年7月18日的第三十七批跨国公司地区总部和研发中心颁证暨上海市外资项目集中签约仪式上，金山区有2个项目集中签约，计划总投资约2714万美元。

Second, building a high-quality communication and display platform. In 2023, Jinshan District held the "Headquarters and R&D centers settle in Jinshan" - 2023 Jinshan Foreign-funded Enterprise Salon Event, "Invest in Shanghai, Share the Future" Shanghai Investment Promotion Partnership (SIPP) Cooperation and Exchange Jinshan Station Event. At the certification ceremony of the 37th batch of regional headquarters and R&D centers of multinational companies and the centralized signing ceremony of foreign investment projects in Shanghai on July 18,2023, two projects in Jinshan District were signed intensively, with a total planned investment of about 27.14 million US dollars.

2024年5月11日，金山区联合上海市商务委成功举办“活力湾区、共创未来”外资企业走进金山活动，邀请来自美国、意大利、瑞典、波兰等20余家区内外的外资企业和外商机构负责人，实地参观，共话合作发展新机遇。

On May 11, 2024, Jinshan District and the Shanghai Municipal Commission of Commerce successfully held the "Vigorous Bay Area, Create the Future Together" event for foreign-funded enterprises to enter Jinshan, inviting the heads of foreign-funded institutions of more than 20 foreign-funded enterprises from inside and outside the district, including the United States, Italy, Sweden, and Poland, to visit Jinshan and discuss new opportunities for cooperation and development.

三是高水平服务重点外资企业。建立外资企业圆桌会议制度，积极宣传市区两级跨国公司地区总部及外资研发中心政策，提高政策知晓度、能见度。目前，已有10家外资企业提出申报意愿，跨国公司地区总部和外资研发中心储备库得到进一步扩充。

A round table meeting system for foreign-funded enterprises is to be established, the policies of regional headquarters of multinational companies and foreign-funded &D centers are actively publicized at the district and municipal levels to increase policy awareness and visibility. At present, 10 foreign-funded enterprises have expressed their willingness to declare, and the reserves of regional headquarters of multinational companies and foreign-funded R&D centers have been further expanded.
